HB 113 Summary

• Repeals and replaces provisions of Missouri election law related to uniformed military voters and overseas voters with the new "Uniformed Military Voters Act" (sections 115.900-115.936)

• Establishes definitions and voting procedures for "covered voters" including uniformed services members, their spouses and dependents, and overseas voters, allowing them to register and vote by absentee ballot without notarization requirements

• Requires the Secretary of State to establish an electronic transmission system for covered voters to apply for voter registration, request absentee ballots, and track ballot status; ballots must be transmitted within 45 days before federal elections

• Permits covered voters to use federal postcard applications and federal write-in absentee ballots; allows standing requests for electronic ballot delivery for multiple elections through December 31 of the following year

• Removes requirement for registered mail-in voters to vote in-person before receiving absentee ballots, with exceptions for covered voters and those providing valid identification documentation
