Creates the "Show Me Heroes Education Fund" administered by the Adjutant General to provide tuition assistance to qualified Missouri National Guard members, with the fund automatically sunsetting one year after the effective date.

Expands eligibility for World War II, Korean Conflict, and Vietnam War medallion programs to include veterans who served in Missouri National Guard units regardless of Missouri residency at the time of service.

Requires all public postsecondary institutions to award educational credits to veteran students for military training and service courses that meet American Council on Education standards and are equivalent to institutional coursework, effective by January 1, 2014.

Allows active duty military members to renew professional licenses and certifications without paying fees or obtaining continuing education credits, and maintains licensure for six months after discharge from active duty.

Requires professional licensing boards to accept military education, training, and service toward licensure or certification qualifications by January 1, 2014, and adds optional one-dollar vehicle registration donation to support the National World War I Museum at Liberty Memorial.
