Extends the sunset date for the exception allowing public agencies to close operational guidelines and policies for responding to terrorist incidents or critical public safety threats from December 31, 2012 to December 31, 2018

Extends the sunset date for the exception allowing closure of security systems and structural plans of public property from December 31, 2012 to December 31, 2018

Requires public agencies seeking to close security-related information to affirmatively state in writing that disclosure would impair public safety and that nondisclosure serves the public interest

Requires agencies to review voluntarily submitted security information from nonpublic entities within 90 days and return or destroy documents if retention is unnecessary for state security interests

Declares the act an emergency measure effective immediately upon passage to ensure immediate protection of public safety and security procedures in public buildings
