Increases eligible generating system capacity from 100 kilowatts to 250 kilowatts for customer-generators supplied by municipal utilities or non-cooperative electric corporations, while rural electric cooperatives must vote annually beginning December 1, 2012 to allow the higher capacity.

Changes excess electricity credit calculation from "avoided fuel cost" to "retail value" and allows customer-generators to elect once during system lifetime to receive annual excess kilowatt-hours converted to dollar amount based on avoided fuel cost, paid within 45 days of January 1st.

Eliminates the 12-month expiration on excess electricity credits, instead allowing credits to expire only when customer disconnects service or terminates the net metering relationship.

Requires the Public Service Commission to define net metering as a demand-side program and develop cost recovery measures allowing public utilities to recover reasonable net metering-related costs.

Allows retail electric suppliers to recover all costs incurred under this section through their rate structure.
