Repeals and replaces section 304.184 of Missouri Revised Statutes regarding overweight vehicle exemptions for waste transportation.

Extends existing weight exemptions to vehicles transporting recyclable waste in addition to solid waste, allowing operation up to 22,400 pounds on a single axle or 44,800 pounds on tandem axles.

Includes recycling facilities alongside solid waste disposal areas and solid waste processing facilities as approved destinations for the weight exemption.

Adds the department of revenue to the agencies that may approve recycling facilities, joining the department of natural resources and department of health and senior services.

Maintains existing limitations that vehicles cannot exceed federal interstate highway weight limits and must comply with width and length restrictions under section 304.190.
