Allows immediate family members (including stepsiblings and stepchildren) of U.S. military members killed in the line of duty to obtain special "Gold Star" license plates honoring the fallen service member.

Changes Gold Star plate fee structure to $15 annually for applications, eliminating the previous $30 biennial fee option and establishing a consistent yearly renewal requirement.

Gold Star plates display the fallen service member's initials, a gold star symbol, a three-letter code indicating the applicant's relationship to the veteran, and "WE SHALL NOT FORGET" instead of "SHOW-ME STATE".

Plates are non-transferable except to registered co-owners of the vehicle in case of the plate holder's death, who may continue using them for the remainder of the license year.

Applies only to motor vehicles other than apportioned vehicles or commercial vehicles licensed over 18,000 pounds gross weight.
