Exempts solar energy systems not held for resale from state and local taxation.

Combines water and sewer corporations into one group for purposes of calculating Public Service Commission regulatory expenses and assessments.

Requires notification to the Public Service Commission within 30 days when any person acquires 50% or more of capital stock in a small water or sewer utility serving 8,000 or fewer customers; prohibits such sales without PSC consent if the utility is delinquent in filings, assessments, or regulatory compliance.

Establishes procedures for acquisitions of small water utilities by large water utilities, including appraisal requirements and ratemaking rate base determination, with consolidation into the acquiring utility's existing service area.

Modifies renewable energy portfolio requirements and solar rebate program details, including specific rebate amounts declining from $2 per watt (through June 2014) to zero (after June 2020), and allows utilities to suspend rebates if maximum retail rate increase is reached.
