Repeals and replaces section 137.115 of Missouri Revised Statutes to revise residential property tax assessment procedures statewide.

Removes the limitation restricting physical inspection notice requirements and interior inspection rights to charter counties and cities, making these protections applicable to all counties in Missouri.

Requires assessors to provide written notice and clear disclosure of property owner rights before conducting physical inspections when increasing subclass (1) residential property assessments by more than 15 percent (excluding new construction).

Mandates property owners receive at least 30 days to request interior physical inspections, and requires inspectors to conduct on-site observations of exterior and interior portions of properties rather than drive-by inspections.

Maintains existing assessment percentages: 19 percent for subclass (1) residential property, 12 percent for subclass (2), and 32 percent for subclass (3) property.
