Imposes a one percent excise tax on sales of violent video games, defined as games rated Teen, Mature, or Adult Only by the Entertainment Software Rating Board.

Imposes a one percent excise tax on storage, use, or consumption of violent video games purchased or brought into Missouri.

Directs revenue from both taxes (less reductions under section 149.021) to the state general revenue fund for treatment of mental health conditions associated with exposure to violent video games.

Requires that tax revenue constitute new and additional funding and cannot replace existing mental health funding as of July 1, 2013.

Declares the act an emergency measure effective upon passage and approval.
