Repeals and replaces section 115.637, RSMo, relating to class four election offenses and misdemeanors.

Prohibits exit polling, surveying, electioneering, distributing election literature, posting signs, or placing vehicles with signs regarding candidates or ballot questions on election day inside polling place buildings or within the property boundaries of polling places.

Defines "electioneering" as knowingly attempting to persuade voters to vote for or against a particular candidate, party, or ballot question, including wearing or distributing materials that identify candidates or indicate support or opposition to questions.

Extends electioneering prohibitions to early voting sites and absentee ballot locations designated by election authorities, within a 250-foot radius from the entrance during the time periods allowed for early voting or absentee ballot casting.

Establishes penalties of imprisonment of not more than one year or a fine of not more than $2,500, or both, for violation of these election offense provisions.
