• Enacts the "Missouri Firearms Freedom Act" exempting firearms, accessories, and ammunition manufactured and remaining within Missouri from federal regulation, provided they are made without significant imported parts and stamped "Made in Missouri"

• Lowers the minimum age for concealed carry endorsements from 21 to 19 years old, with exceptions allowing 18-year-old members or honorably discharged veterans of the U.S. Armed Forces to obtain endorsements

• Adds full-time emergency medical technicians and paramedics who complete training requirements to the list of professionals exempt from unlawful weapons restrictions, alongside fire investigators and other law enforcement personnel

• Allows applicants to request anonymous fingerprint background checks during the concealed carry endorsement application process, with a separate fee (up to $100) and requires purging of fingerprint records if the applicant is not disqualified

• Modifies the concealed carry endorsement application process to include provisions for background check fees and clarifies that the Missouri State Highway Patrol may conduct anonymous fingerprint background checks
