Extends the sunset date for closure of operational guidelines and policies related to terrorist prevention and critical incidents from December 31, 2012 to December 31, 2016.

Extends the sunset date for closure of security systems and structural plans of public property from December 31, 2012 to December 31, 2016.

Requires public agencies seeking to close security-related information to affirmatively state in writing that disclosure would impair safety and that nondisclosure outweighs public interest in disclosure.

Mandates that records related to procurement or expenditures for security systems purchased with public funds remain open to the public.

Declares the act an emergency measure to provide immediate guidance to law enforcement, school boards, and other public bodies regarding security records.
