Establishes the "Intrastate Commerce Act" as section 21.950 of Missouri law, asserting state authority over intrastate commerce based on the Ninth and Tenth Amendments to the U.S. Constitution.

Declares that goods produced or manufactured within Missouri and retained within the state's boundaries are not subject to federal law, federal regulation, or Congressional authority under the Commerce Clause.

Applies to goods manufactured in Missouri from basic materials or parts, and states that federal authority to regulate interstate commerce in basic materials does not extend to goods manufactured within Missouri from those materials.

Requires goods to be clearly marked with "Made in Missouri" on an integral part (for manufactured goods) or "Product of Missouri" on the container or packaging (for produced goods) to qualify for the exemption.

Excludes from the act's protections any goods ordered, procured, or purchased by the United States government or its contractors.
