Repeals and amends sections 8.150, 211.185, and 537.045 of Missouri law relating to parental liability for damages caused by minors.

Exempts parents or guardians from liability for damages if the minor is no longer under their care and custody and is no longer living in their home.

Applies exemption to three contexts: defacement of public facilities (section 8.150), juvenile court restitution orders (section 211.185), and civil judgments for property damage or personal injury (section 537.045).

Caps total restitution liability across all three statutes at $4,000 per incident under juvenile court proceedings.

Requires a restitution hearing within 30 days of disposition and mandates parents receive notice and opportunity to be heard before judgment is entered.
