Requires all firearm sales and transfers in Missouri, including internet sales, to be processed through a licensed firearms dealer who must conduct a background check and create a record of the transaction.

When neither buyer nor seller is a licensed dealer, the seller must deliver the firearm to a dealer who retains it until background checks are completed and legal requirements met, then delivers it to the buyer or returns it to the seller.

Exempts law enforcement, military personnel, gunsmiths doing repairs, target range loans, hunting/sporting loans to minors, loans to adults accompanying the owner, firearms acquired by death (within 60 days), and temporary loans to adult family members (up to 14 consecutive days).

Dealers may charge a fee to cover administrative costs of facilitating the transfer plus applicable federal, state, and local fees.

Violations are misdemeanors punishable by up to $1,000 fine or six months imprisonment, with each day of violation counted as a separate offense; violations by licensed dealers must be reported to the Attorney General and Bureau of Alcohol, Tobacco, Firearms and Explosives.
