Repeals the requirement for registered voters to provide a specific reason for voting absentee, allowing any eligible voter to vote by absentee ballot for all candidates and issues

Removes the need for voters to state reasons such as absence from jurisdiction, illness, disability, religious belief, employment, or incarceration when applying for absentee ballots

Eliminates the statement of reason from absentee ballot applications and ballot envelopes, simplifying the absentee voting process for all registered voters

Maintains existing deadlines and procedures for submitting absentee ballot applications (by mail/facsimile by 5:00 p.m. Wednesday before election; in person by 5:00 p.m. day before election)

Retains special provisions for uniformed services members, overseas voters, new residents, and other specific voter categories to request absentee ballots under existing procedures
