Expands infrastructure replacement surcharge (ISRS) eligibility to sewer corporations in addition to water corporations, effective August 28, 2014.

Adds energy efficiency projects as a new category of eligible infrastructure system replacements that meet specified criteria.

Reduces minimum ISRS revenue threshold to $10,000 annually for small water and sewer corporations, down from $1 million for standard utilities.

Includes sewer-specific infrastructure components in eligible projects, such as collecting sewers, lift stations, pressure pumps, service lines, and meters.

Removes geographic restriction limiting ISRS to counties with a charter form of government and more than one million inhabitants, making the surcharge available statewide.
