Authorizes University of Missouri extension councils to form extension districts as political subdivisions composed of one or more cooperating counties for funding extension programming.

Establishes two district types: single-council districts (formed by one council with majority vote) and consolidated districts (formed by two or more councils with majority vote of each participating council).

Grants district governing bodies authority to determine tax rates up to 30 cents per $100 of assessed valuation, subject to voter approval, and to oversee collection and use of tax revenues for extension programming, personnel costs, and equipment maintenance.

Allows counties levying the authorized tax to be exempt from state funding requirements under section 262.597 if tax revenue exceeds 200% of average prior three-year state funding, or to reduce state funding by 33% of excess revenues.

Permits counties in consolidated districts to withdraw by court petition and voter approval with two-thirds majority, and allows single-council districts without tax approval to be dissolved by the same process used to form them.
