Requires all restitution payments (whether court-ordered or agreed to by parties) to be paid through the prosecuting attorney or circuit attorney's office, which may contract with other entities for collection.

Establishes administrative handling costs collected from defendants: $25 for restitution under $100, $50 for $100-$249, and 10% of restitution (capped at $75 total) for $250 or more, plus $2 per installment after the first.

Creates an "Administrative Handling Cost Fund" in each county to be used by prosecuting or circuit attorneys for office supplies, postage, training, equipment, salaries, trial expenses, and other operational costs.

Authorizes courts to deduct court-ordered restitution from inmates' accounts while incarcerated, with unpaid balances collected upon conditional release or parole by the prosecuting or circuit attorney.

Expands restitution requirements for vehicle-related offenses to include victims' reasonable prosecution expenses, repair or replacement costs for motor vehicles/watercraft/aircraft, and towing or storage fees caused by the defendant's acts.
