Requires state departments and divisions receiving federal grants of $1 million or more to publicly document and report fund amounts, disbursing agencies, fund purposes, inter-agency transfers, and usage impacts on the Missouri accountability portal, with updates within 30 days of any fund receipt or transfer.

Mandates the Governor to report all budget withholdings and releases to the accountability portal in a searchable format by individual fund and total amount whenever funds are withheld from the state operating budget.

Requires all political subdivisions, public institutions of higher education, school districts, and public charter schools to disclose bonds issued and debt incurred to the accountability portal within 7 days (90 days for existing debt).

Establishes a tiered contingency fee cap for private attorney contracts with the state, ranging from 25% on recoveries up to $10 million down to 5% on recoveries exceeding $25 million, with requirements for government attorney control, oversight, veto power, and public disclosure of all contracts and fee payments.

Removes the State Auditor from the Board of Fund Commissioners.
