State Board of Education must promulgate rules authorizing local school boards to lease advertising space on the interior and exterior of school buses.

Prohibited advertisements include those containing obscenity, sexual material, gambling, tobacco, alcohol, political campaigns, public advocacy, religion, illegal drugs, or content that is harmful, discriminatory, false, misleading, or not age-appropriate.

School districts may solicit commercial advertisers and enter lease agreements; private bus owners receive 10 percent of the advertising contract value in exchange for leasing space on their buses.

Advertisements must not interfere with state and federal bus safety requirements; exterior ads limited to 18 inches from rear and 6 inches from windows/doors; interior ads limited to 24 inches wide by 12 inches high and restricted to health and safety messages.

Advertiser bears all costs for placing and removing advertisements; lease terms cannot exceed the remaining duration of the school district's bus service contract with that bus operator.
