Adds requirement that licensed operators accompanying permit holders must be "free from the effects of alcohol and drugs that would cause impaired judgment"

Changes minimum age requirement for designated escorts from 25 years to 21 years of age for those licensed at least three years with parental written permission

Requires notarized statement from parent or legal guardian to be kept in vehicle when a non-parent/grandparent escort accompanies a driver under 16 years of age

Applies alcohol and drug impairment restriction to designated escorts under the physical disability provision allowing parents to designate up to two individuals to provide driving instruction
