Election authorities must compile and maintain an interactive computerized voter registration list for voters without state-issued photo identification, administered by the secretary of state.

The registration list shall contain the same voter registration information required under section 115.157 and be able to store and display a photograph of any voter without state-issued photo identification.

Voters are not required to enter their registration information and photograph into the list, but election authorities must inform them that doing so may decrease identification time at polls.

The secretary of state shall provide funding to election authorities for creating the registration list from an appropriation made for such purpose; if no appropriation is made, no election authority is required to create or use the list.

Election authorities may establish a separate polling place line for voters wishing to enter their registration information and photograph into the system.
