Creates the "Malcolm X Day Commission" within the office of the governor to organize and coordinate activities and events honoring Malcolm X.

Commission shall organize a festival-style event on the Saturday on or immediately prior to May 19th (Malcolm X's birthday) to celebrate his life, raise awareness about his civil rights legacy, and encourage ending violence, crime, substance abuse, and self-loathing in low-income urban communities.

Commission consists of nine members appointed by the governor, including educators, civic and community leaders, serving four-year terms (with initial appointments staggered at two, three, and four years).

Members serve without compensation but are reimbursed for actual and necessary expenses incurred in performing official duties.

Office of the governor shall provide funding, administrative support, and staff for the commission's operation.
