Repeals and reenacts sections 105.487, 105.955, 105.957, 105.959, 105.961, 105.963, and 105.966 relating to Missouri Ethics Commission operations and financial disclosure requirements.

Modifies campaign finance disclosure filing requirements to specify electronic format as prescribed by the ethics commission for all committees filing reports with the commission.

Changes complaint investigation timeline from ninety days to one hundred twenty days for special investigator reports, with allowance for additional successive periods of ninety days upon commission discretion.

Revises late filing fee structure for campaign disclosures (ten dollars per day increasing to one hundred dollars after thirty days) and financial interest statements, with modified notice procedures and appeal mechanisms through circuit court of Cole County.

Establishes procedures for commission petition to Cole County circuit court to request additional ninety-day investigation periods and specifies that incomplete investigations within ninety days shall be deemed to not constitute a violation.
