Repeals and reenacts sections 610.021 and 610.150 of Missouri's open records law to clarify exemptions for closing meetings, records, and votes related to public governmental bodies.

Expands closed record exemptions to include operational guidelines, policies, and specific response plans for law enforcement and public health agencies responding to terrorist incidents, with financial records on procurement remaining open.

Requires public governmental bodies seeking to close information on security systems to affirmatively state in writing that disclosure would impair ability to protect safety and that nondisclosure outweighs public interest in disclosure.

Adds new exemption for portions of records identifying security system access codes and authorization codes for real property.

Creates new Section 1 requiring flight records and logs for state-owned planes used by elected executive or legislative branch members to be open public records after the flight occurs unless otherwise provided by law.
