Establishes a nine-member Sickle Cell Standing Committee as a subcommittee of the Missouri genetic disease advisory committee within the Department of Health and Senior Services, with the lieutenant governor serving as chair.

Committee membership includes the lieutenant governor, department director, one house member, one senate member, a person with sickle cell disease or family member, a physician with sickle cell expertise, a sickle cell disease researcher, a minority health expert, and a representative from a leading sickle cell disease organization.

Committee shall assess the impact of sickle cell disease on urban communities, examine existing services and resources, and develop recommendations for educational services to schools on sickle cell disease traits and effects.

Committee must hold a minimum of one meeting in three urban regions of Missouri to seek public input and submit findings and recommendations to the general assembly and governor by December 31, 2013.

After December 31, 2013, the committee shall continue meeting at least annually to study sickle cell disease in Missouri and provide annual supplemental reports to the governor and general assembly.
