Amends Chapter 162, RSMo to create sections 162.667, 162.668, and 162.669 establishing a community schools program for metropolitan school districts in cities not within a county (St. Louis).

Creates a "Community Schools Fund" managed by the state treasurer, with funds distributed through grants by the Department of Elementary and Secondary Education to support community schools and employ full-time community education directors.

Requires grantee school districts to submit applications and plans approved by local boards, establish district-wide policy councils, employ one full-time community education director, and submit annual program evaluations and financial statements.

Establishes a 15-member "Council for Community Education" appointed by the governor to advise the education commissioner on community education issues and fund recommendations, meeting no more than four times annually.

Program automatically sunsets six years after effective date unless reauthorized by the General Assembly, with subsequent reauthorizations subject to a 12-year sunset provision.
