Requires law enforcement to transport fugitives or persons with outstanding arrest warrants from another Missouri jurisdiction (within 30 miles) directly to the jurisdiction where they are wanted, rather than holding them in the apprehending jurisdiction's custody.

Mandates that if the apprehending jurisdiction also has charges against the fugitive, it must notify nearby jurisdictions (within 30 miles, in order of closest distance) of the person's impending release and give them 4 hours to retrieve the fugitive before transporting to the nearest requesting jurisdiction.

Allows courts to assess transportation costs of $1 per mile and $25 per hour (or other reasonable fees set by Missouri Supreme Court) as court costs against convicted fugitives, with fees remitted to the transporting jurisdiction.
