Establishes tiered penalties for violations: first violation results in 1-30 day license suspension, second violation results in 30 day to 1 year suspension, and third violation results in permanent license suspension and revocation of business registration

Requires state contractors and recipients of state tax credits, tax abatements, or loans to affirm enrollment in federal work authorization programs and provide annual sworn affidavits confirming no unauthorized aliens are employed

Allows Attorney General to enforce violations through civil action in Cole County, with complaints submitted under penalty of perjury, and provides liability protections for businesses that participate in federal work authorization programs
