Declares TANF recipients ineligible for benefits for three years after an administrative hearing if they make cash withdrawals at casinos, gambling establishments, or gaming facilities.

Allows other household members to continue receiving TANF benefits as protective or vendor payments to a third-party payee if one member is declared ineligible.

Provides civil and criminal liability protection for individuals who report suspected violations of the casino cash withdrawal prohibition in good faith.

Requires the Department of Social Services to implement policies preventing TANF electronic benefit transfer transactions at liquor stores, casinos/gambling establishments, and adult-oriented entertainment venues.

Mandates the department submit a report by December 31, 2014 detailing implementation of transaction restrictions and ensure TANF recipients have access to their benefits with minimal or no fees.
