Replaces outdated sexual offense terminology ("forcible rape," "sexual assault," "deviate sexual assault") with modernized language ("rape in the first degree," "rape in the second degree," "sodomy in the first degree," "sodomy in the second degree," "sexual abuse").

Expands the definition of rape and sodomy to include cases where victims are incapacitated, incapable of consent, or lack capacity to consent, not just cases involving forcible compulsion.

Updates consent definitions to clarify that consent obtained from someone under the influence of drugs, in a drug-induced state, or otherwise unable to make reasonable judgments is not valid consent.

Modifies sentencing provisions for sexual offenses, including extending sentencing frameworks for persistent and predatory sexual offenders to apply to the newly defined rape and sodomy offenses across different time periods.

Makes conforming changes throughout criminal law sections related to school discipline, teacher certification, juvenile proceedings, and victim protections to reflect the updated sexual offense terminology.
