• Modifies the definition of "dollar-value modifier" to recalculate annually beginning in fiscal year 2015 using a three-year moving average of wage data from the Bureau of Economic Analysis, rather than a single year calculation

• Redefines "performance district" for fiscal years after 2016 to include any district scoring in the top twenty-five percent on the school improvement program scoring guide, in addition to districts meeting accreditation standards

• Adds "target proration factor" definition to establish funding targets requiring the general assembly to appropriate amounts producing specific proration factors: 93.5% for FY 2014, 95% for FY 2015, 97% for FY 2016, and 100% for FY 2017

• Requires the Department of Elementary and Secondary Education to adjust local effort calculations when school district boundaries change due to consolidation, annexation, or dissolution using 2004 assessed valuation data applied to new boundary lines

• Declares the act an emergency measure effective July 1, 2013, to provide guidance on allocation of school funding
