Requires any state agency that assesses or imposes an administrative penalty to implement procedures providing information about the administrative appeal process to the general public

Mandates that appeal process information be readily available to individuals who wish to dispute or appeal an administrative penalty

Subjects any rules created under this section to Chapter 536 (Missouri's Administrative Procedure Act) and requires compliance with all provisions of that chapter

Establishes that if any of the General Assembly's powers under Chapter 536 to review, delay, or disapprove rules are deemed unconstitutional, then the rulemaking authority and any rules created after August 28, 2013 become invalid and void
