Department of Social Services shall seek a federal waiver to mandate photo identification for food stamp program eligibility in Missouri.

Upon federal approval, the department shall issue photo identification cards to eligible household members age 16 and older within one year.

Household members or authorized representatives must present photo ID cards when exchanging benefits at issuance points, retail food stores, or meal services.

Financial institutions, businesses, or vendors receiving information pursuant to this section are prohibited from using, selling, or divulging the information without a court order; violations are class A misdemeanors.

Department shall promulgate rules ensuring compliance with federal law, accounting for individuals and households with special needs while allowing appropriate household members or authorized representatives to access benefits.
