Repeals and replaces section 650.120, RSMo to extend the Cyber Crime Investigation Fund and related grant program through August 28, 2023.

Establishes the Cyber Crime Investigation Fund in the state treasury with an annual appropriation of $3 million administered by the Department of Public Safety.

Creates a grant program to distribute funds to multijurisdictional Internet cyber crime law enforcement task forces and other agencies investigating Internet sex crimes against children, including enticement of children and child pornography.

Grants may be used to pay salaries for detectives and computer forensic personnel, provide training for law enforcement and prosecutors, and purchase equipment and supplies, with not more than 3 percent of fund moneys used for administrative costs.

Establishes a panel comprised of the Public Safety Director, representatives from police chiefs and sheriffs associations, state highway patrol members, and one member each from the House and Senate to award grants and set minimum training standards.
