Appropriates $1,210,464,502 total for the Department of Higher Education and Missouri higher education institutions for fiscal year 2013-2014, including $863,988,647 from General Revenue Fund, $6,064,165 from Federal Funds, and $340,411,690 from other funds.

Allocates $67,000,000 for the Access Missouri Financial Assistance Program and $35,000,000 for the A+ Schools Program to provide student financial aid.

Provides $395,220,620 to the University of Missouri for operation of its various campuses and programs, plus additional funding for specific initiatives including spinal cord injury research ($1,500,000), Missouri Rehabilitation Center ($10,337,870), and medical school expansion ($10,000,000).

Distributes funding to nine public universities (Linn State Technical College, University of Central Missouri, Southeast Missouri State University, Missouri State University, Lincoln University, Truman State University, Northwest Missouri State University, Missouri Southern State University, Missouri Western State University, and Harris-Stowe State University) and $130,807,142 to community colleges for operations and maintenance.

Provides $25,050,000 to higher education institutions based on improved outcomes on specified performance measures and funds specialized programs including nursing education grants ($1,000,000), proprietary school regulation ($304,597), and scholarships for various populations including Vietnam veterans, public service officers, and minority teaching students.
