Repeals and replaces sections 174.700, 174.703, 174.706, and 544.157 of Missouri Revised Statutes relating to college and university police officers

Authorizes college and university police officers to enforce traffic regulations and general motor vehicle laws established by the board of regents or board of governors on campus thoroughfares

Requires college and university boards to codify, print, and distribute traffic regulations and post adequate speed limit signs on campus roads

Violations of campus traffic regulations are treated the same as municipal ordinance violations under section 304.120, with identical penalty provisions and point assessments

Extends fresh pursuit arrest authority to college and university police officers, allowing them to arrest suspects for felonies or criminal offenses anywhere in the state when pursuit originates from campus
