Removes time-limited provisions from sections 169.070 and 169.670 relating to retirement allowance calculations for public school and education employees.

Eliminates the "between July 1, 1998, and July 1, 2013" date restrictions on alternative retirement benefit formulas for members with 25-29 years of creditable service who have not attained age 55.

Eliminates the "between July 1, 2001, and July 1, 2013" date restriction on an enhanced retirement benefit option for members with 31 or more years of creditable service.

Makes these previously time-limited retirement benefit options permanent rather than expiring on July 1, 2013.
