Expands acceptable proof of insurance to include photocopies and images displayed on mobile electronic devices, with penalties for producing or possessing fraudulent documents, photocopies, or images (class D felony for production; class B misdemeanor for possession or use).

Establishes procedures for electronic delivery of insurance notices and documents with affirmative consumer consent, including required disclosures about paper alternatives, consent withdrawal rights, and hardware/software requirements.

Allows property insurers to make policy forms and endorsements available electronically on their websites instead of mailing paper copies, provided they remain accessible, allow free printing and saving, and provide clear notice to insureds with options to request paper copies at no cost.
