Repeals and reenacts section 488.426, RSMo, regarding surcharges on civil court cases filed in circuit courts.

Allows circuit court judges to require parties filing civil cases to deposit a surcharge in addition to all other required court deposits.

Permits most circuits to set surcharges up to $15, while Jackson County and circuits reimbursing the state for family court commissioner salaries may set surcharges up to $20.

Exempts proceedings where costs are waived or paid by the county, state, or city from surcharge requirements.

Authorizes first-class counties with 93,800-93,900 inhabitants to impose an additional $10 fee (excluding adoption and small claims cases) through December 31, 2014.
