Repeals and reenacts section 191.227, RSMo, regarding fees health care providers may charge for furnishing patient medical records.

Increases the search and retrieval fee from $21.36 to $22.01, plus copying costs of 52 cents per page (previously 50 cents), with a maximum of $20 for off-site storage retrieval costs.

Establishes a maximum total fee of $100 (or actual fees, whichever is less) when records are requested and delivered electronically from a provider with completely electronic health records.

Requires postage and notary fees to be charged at actual cost, with notary fees not exceeding $2.

Mandates annual adjustment of all fees effective February 1st each year based on the medical care component of the Consumer Price Index for All Urban Consumers, with the Department of Health and Senior Services publishing adjusted fees on its website.
