• Requires manufacturers to register with the Missouri Department of Natural Resources, pay annual registration fees ($10,000 in 2014, $5,000 thereafter), and meet individual recycling/reuse goals based on market share or return share, with penalties up to $5,000 per violation plus $1,000 per day for non-compliance.

• Establishes statewide recycling goals starting at 2.5 pounds per capita in 2014 for all CEDs, with separate goals for television manufacturers (53%) and computer/monitor/printer manufacturers (47%), adjustable based on prior year performance.

• Requires dismantlers/demanufacturers and refurbishers to register and maintain insurance, safety standards, proper hazardous waste handling, and environmental management systems; prohibits use of prison labor in recycling operations.

• Bans disposal of CEDs in landfills, incinerators, or solid waste facilities beginning January 1, 2014, with temporary waivers available to underserved solid waste management districts lacking adequate collection facilities.
