Establishes that prevailing wage rates for occupational titles shall be determined by the wage rate most commonly paid as measured by hours worked, except in third and fourth classification counties and specified second classification counties.

For third and fourth classification counties and specified second classification counties, prevailing wage rates are determined by comparing total hours worked under collective bargaining agreements versus non-union hours, with the most common rate in the majority category prevailing.

Allows the department to accept wage rate information submitted in both paper and electronic formats when investigating and determining prevailing wages.

Permits annual adjustments to prevailing wage rates on the anniversary date of collective bargaining agreements that cover all workers in a particular occupational title in a locality, based on contractual wage increases.

Requires public bodies awarding public works contracts to notify the department before work begins regarding the scope of work, types of craftsmen needed, and project start date.
