Establishes the "Daylight Saving as New Standard Time Pact" for Missouri and other states that choose to participate in permanently adopting daylight saving time as standard time.

Exempts all areas of Missouri from the daylight saving time provisions of 15 U.S.C. Section 260a.

When at least 20 states have passed legislation joining the pact, all participating states will switch to daylight saving time for the final time, after which daylight saving time will be eliminated and the former daylight saving time becomes permanent standard time.

Missouri and all other participating states will no longer observe daylight saving time after the permanent switch occurs.
