Repeals and replaces section 67.5103 with three new sections (67.5102, 67.5103, and 67.5104) relating to wireless communications infrastructure and pole attachments.

Prohibits authorities from imposing moratoriums exceeding six months on wireless support structure permits and construction unless the legislative act establishing the moratorium states reasonable grounds and good cause.

Requires wireless support structure rental fees on public lands to not exceed current market rates, with disputes resolved through a three-appraiser panel process completed within 90 calendar days if parties cannot agree.

Establishes that authorities cannot require wireless support structure leases shorter than 15 years unless the applicant agrees, and clarifies that no applicant gains eminent domain or rights to compel property owners to lease land or collocate wireless facilities.

Regulates pole attachment fees for video and telecommunications service providers on municipal utility poles, capping fees at the Federal Communications Commission cable service rate formula unless arbitration determines higher fees are justified by cost recovery needs.
