Expands MoSMART membership from five sheriffs to five sheriffs plus one active member of the Missouri Deputy Sheriff's Association, appointed by the governor from a list of five names submitted by the association every two years.

Requires MoSMART to meet at least twice annually with additional meetings called by the chair upon request of at least two members, with a majority of appointed members constituting a quorum.

Authorizes the director of public safety to distribute 50-100% of the MoSMART Fund annually in grants, with administrative costs capped at 1-2% of appropriated moneys (excluding deputy sheriff salary supplementation funds).

Allows county law enforcement entities and established task forces to apply for grants up to $100,000 per year based on methamphetamine enforcement funding levels before 1997 and current need.

Establishes funding priorities for multijurisdictional task forces, HIDTA-designated counties without prior federal funding, and counties without HIDTA designations that demonstrate need to eliminate methamphetamine labs.
