Repeals and reenacts section 66.010, RSMo, relating to county court municipal judges and procedures.

Allows county municipal court judges to appoint an acting judge to temporarily replace a judge who becomes ill or unavailable, provided the acting judge already serves as a municipal court judge within the same judicial circuit.

Exempts acting county municipal court judges from the requirement that judges be licensed to practice law in the state and be residents of the county.

Permits full-time municipal judges to not serve as judges or prosecutors for any other court, while part-time judges may accept other cases not inconsistent with their municipal court duties.

Maintains existing provisions for county municipal courts to handle county ordinance violations and municipal ordinance violations under contract, with evening sessions and locations outside the county seat (discretionary in counties with 600,000-700,000 inhabitants).
