Repeals and reenacts section 610.021, RSMo, relating to closed meetings, records and votes for public governmental bodies

Removes sunset provisions (expiration dates of December 31, 2012) from two security-related exemptions: operational guidelines for responding to terrorist incidents and existing/proposed security systems of public property

Makes permanent the ability of public agencies to close records related to security systems, structural plans, and infrastructure protection information without an automatic expiration date

Maintains all other existing exemptions to open meetings and records requirements, including those for legal actions, real estate transactions, personnel matters, and student records
