Allows applicants for concealed carry endorsements to request anonymous fingerprint background checks by submitting a tracking number instead of personal identifying information to law enforcement agencies.

Sheriffs may charge an additional nonrefundable fee not to exceed $100 for processing anonymous fingerprint background checks, paid to the county sheriff's revolving fund.

Authorizes the Missouri State Highway Patrol to conduct anonymous fingerprint background checks and charge fees up to the same amount as complete criminal background checks.

Requires purging of all fingerprint records and related documentation from sheriff and law enforcement agency records when an applicant's anonymous background check results do not disqualify them for a concealed carry endorsement.

Maintains existing concealed carry endorsement application requirements and timelines while adding anonymous fingerprint check as an optional alternative to standard background check procedures.
